Working Group Leaders of the ASEAN Defense Senior Officials Meeting (ADSOM) Meet Anew

Following their meeting in Manila last February 2017, the ASEAN Defense Senior Officials Meeting (ADSOM) working group leaders met anew in Cebu a day prior to the
meeting of their senior officials. Chaired by 
Assistant Secretary for Assessments and International Affairs Raymund Jose Quilop, the meeting discussed another Philippine proposal, a protocol to the ASEAN Defense Ministers Meeting (ADMM) and ADMM-Plus which contains parameters and modalities how non-members of the ADMM-Plus could be engaged. 

With the current decision of the ADMM to keep the membership of the ADMM-Plus to the 10 ASEAN countries and eight Plus countries but with the increasing interest by non-Plus countries to be engaged in ADMM-Plus activities, there is a need to determine how they could be involved. The protocol, if approved by the ministers in October, also contains the processes and procedures for approving documents such as Standard Operating Procedures and Terms of References that result from the work of the Experts Working Groups (EWGs). The EWGs, established in 2010 and which have been meant to promote practical cooperation have not only undertaken activities such as exercises but have also produced SOPs and TORs.

The working group also discussed the Philippines’ proposed guidelines for protocols of maritime interaction as well as Singapore’s proposed guidelines on air encounters between military aircrafts. 
Finalized was the proposed ADMM’s Three Year work program with the Philippines preparing an indicative calendar of ADMM activities for 2017.
