DND Prepares for Table Top Exercise on PKO

With a Table Top Exercise (TTX) on Peacekeeping Operations (PKO) slated to be hosted by the Philippines in February 2014, a planning conference was organized by the Department of National Defense on October 24-25.
Attended by the ASEAN Secretariat and all members of the ASEAN Defense Ministers’ Meeting (ADMM)-Plus except Myanmar, the planning conference adopted a scenario to be utilized during the TTX, came to terms as to the concept, objectives and duration of the exercise and discussed the appropriate mechanics on how to execute the activity. Details such as inclusion of subject matter expert lectures as well as discussions on the number of syndicate groups for the exercise were explored.  Likewise discussed were organizational matters to include the number of participants from each country for the exercise, the preparatory work needed to be undertaken between November and February when the TTX will be executed, among others.

The exercise is meant to validate the applicability to ADMM-Plus countries of the UN Infantry Battalion Manual (UNIBAM) specifically its organizational structure and program of instruction as regional countries generate and deploy contingents for UN peacekeeping missions.

The planned TTX builds on the previous practical activities of the ADMM-Plus Experts’ Working Group on PKO. These include the legal seminar on PKO organized by New Zealand in 2011, the regional PKO capabilities workshop organized by the Philippines in 2012, the seminar on the operational challenges of PKO organized by the EWG held in Indonesia and run by the International Committee of the Red Cross (ICRC) in 2012 and the force generation workshop organized by New Zealand in 2013. The exercise will be the culminating activity of the EWG currently co-chaired by the Philippines and New Zealand before they turn over the co-chairmanship to Cambodia and South Korea in 2014.
