Philippine-German Defense Consultations Launched

Revitalizing Philippine-German defense relations was the main theme of the first Philippine-German defense consultations held on 14 February 2013. Led by Assistant Secretary Raymund Quilop of the Philippines' Department of National Defense (Strategic Assessments) and Rear Admiral Thorsten Kahler of Germany’s Defense Ministry (Policy Department), the two sides acknowledged that with the progress in political, economic and socio-cultural relations of the Philippines and Germany since diplomatic relations were established in 1954, the time is ripe for furthering defense relations. 

With the aim of learning from each other’s organizational development, the two delegations exchanged notes on each other’s defense establishments amidst the regional settings where each is situated: the Philippines in ASEAN and Germany in EU and NATO. Sharing views on the security challenges that the Philippines and Germany face, both parties acknowledged that opportunities exist for working together to enhance each other’s ability to meet such challenges.

Of particular interest for both sides are the prospects for partnership in military training to include general staff courses as well as specialized courses in crisis management and prevention, UN military observer courses, and multinational senior officer oriented courses, among others. Both sides likewise acknowledged the utility of having regular dialogue and staff talks as these pave the way for higher (ministerial) level exchanges as well as lower (junior officer) level interaction.
