ADSOM and ADSOM Plus Working Groups Meet

The development of an ASEAN Defense Interaction Program and crafting of a framework for logistics support topped the items considered by the ASEAN Defense Senior Officials (ADSOM) Working Group in its meeting held in Brunei Darussalam last 5-6 February 2013 where the PH DND participated.

The working group also reviewed the progress of cooperation within the ADMM track to include projects such as defense and civil society cooperation in addressing non-traditional security issues, establishment of a network of ASEAN peacekeeping centers and defense industry collaboration within Southeast Asia.

Likewise debated in the meeting were the transition of the co-chairmanships of the various experts working groups of the ASEAN Defense Ministers Meeting (ADMM)-Plus as well as the establishment of a new EWG that focuses humanitarian mine action proposed by Vietnam. These two matters were subsequently presented to the ADMM-Plus partners when the ADSOM-Plus working group was convened on 7 February 2013.

With the term of the current co-chairs of the five EWGs (maritime security, HA/DR, counter-terrorism, military medicine and peacekeeping operations) slated to end in 2013, the principles, procedure and possible next set of co-chairs need to be approved by the ADMM-Plus ministers when they meet for the second time in August 2013, following the inaugural meeting in 2010.

The ADSOM and ADSOM-Plus working group meetings were held in preparation for the ADSOM and ADSOM-Plus meetings also to be organized by Brunei in April 2013 and eventually the ADMM in May and the ADMM-Plus later in the year. The DND delegation to the ADSOM and ADSOM Plus working group meetings was led by Asec Raymund Jose Quilop.
