PH-Vietnam MOA on Defense Cooperation

Secretary of National Defense, Voltaire T. Gazmin, conducted an official visit to Vietnam on 25 October 2010. During his official visit, the Secretary met with General Phung Quang Thanh, the Vietnamese Defense Minister, at the Ministry of National Defense of Vietnam in Hanoi. On 26 October 2010, Secretary Gazmin joined the delegation of President Benigno C. Aquino III for the Philippine President’s official visit to Vietnam from 26 to 27 October 2010.

During the meeting between Secretary Gazmin and General Thanh on 25 October, the two parties expressed satisfaction with the signing of the Memorandum of Agreement (MOA) on Defense Cooperation between the Philippines and Vietnam, which was scheduled on the first day of President Aquino’s visit. In addition, the two parties agreed to the immediate convening of a Technical Working Group to implement the said MOA as soon as possible. 

The MOA aims to strengthen dialogue and cooperation between the Department of National Defense of the Philippines and the Ministry of National Defense of Vietnam. One of the features of the said MOA is the conduct of visits and educational exchanges between the Armed Forces of the Philippines and the Vietnamese Peoples’ Army. 

The following day, Secretary Gazmin joined President Aquino’s delegation for the Philippine President’s two-day official visit to Vietnam on 26-27 October 2010, during which Secretary Gazmin and General Thanh signed the MOA. The Secretary also accompanied President Aquino in the Philippine delegation’s visit to the Ho Chi Minh Mausoleum and the President’s bilateral meetings with the Prime Minister and the President of Vietnam.
