2011 Releases

The Department of National Defense (DND) has released in October 2010 a Defense Policy Paper. Intended to provide the Armed Forces of the Philippines (AFP) and the civilian bureaus of the DND with the direction to anchor their programs, the document also serves as a mechanism for communicating to political leaders the various thrusts of the department, how the DND intends to be engaged in regional and global affairs and how resources are utilized in a judicious and accountable manner.

The Defense Policy Paper underscores the point that for the DND to effectively meet the diverse and complex security challenges and concerns facing the Philippines, its five separate but inter-related bureaus (the Armed Forces of the Philippines, Government Arsenal, Office of Civil Defense, National Defense College of the Philippines, and Philippine Veterans Affairs Office) must complement one another and develop in concert with each other.

Secretary Voltaire T. Gazmin, in his foreword, notes that the Defense Policy Paper is a modest contribution in building confidence and trust among countries in the region and in cultivating a productive partnership with other stakeholders in the Philippines. “The security and defense of the Philippines is not simply a concern of the Department of National Defense but of the entire Filipino nation”, the Secretary emphasized.
